Ukraine’s Starlink satellite-internet services were operating normally again after running more slowly the previous day and hampering efforts to detect and repel Russian air attacks. There was no resolution over whether Elon Musk or the U.S. administration controlled the earlier throttling of the military-related Starshield service.
