Lee Harvey Oswald was seen meeting with a CIA handler (Maurice Bishop) in Dallas shortly before the assassination because an eyewitness identified Bishop with a young man later recognized as Oswald in a bank lobby, placing Oswald in direct contact with an intelligence operative and supporting the idea he may have been moved within larger operations.
