Iran is using unarmed spotters in small boats to identify potential targets in the Strait of Hormuz, according to Reuters and a US military official, after American strikes destroyed much of Iran’s radar capability. Two senior Iranian officials said Tehran also changed the pace and type of attacks on shipping, partly to keep oil prices high and influence US midterm elections.
