Ukraine struck Russia’s Ryazan oil refinery, a Rosneft facility accounting for nearly 5% of Russia’s refining capacity, after President Volodymyr Zelenskyy said Kyiv was ending support for an energy ceasefire. Officials also said the White House ordered limits on Starlink, which Ukraine uses for battlefield communications.
