What happened

The children who died were five, eight, and eleven years old. A seven-year-old and a second teacher were critically injured. The shooter was a resident of Bend, and investigators are still working to learn his motive and whether he knew anyone at the school.

At 12:59, someone called 911 to report that their vehicle was being shot at. Two minutes later, after the shooter entered the building, the school went into lockdown. Officers arrived a minute after that, and soon afterward the shooter was shot by someone who had followed him inside. Police Chief Mike Krantz said the shooter got in by firing at the locked doors, and officials have not said who the bystander was or whether the person was a parent or an armed passerby.

School security and state laws

The Bend-La Pine School District lists secure vestibules for sign-in at all of its schools. Visitors must show an ID, and electronic systems buzz people onto school grounds. Classes and after-school activities were canceled across the district the next day.

Oregon voters and lawmakers have approved or enacted a ban on high-capacity magazines, tougher background checks and permitting, and a prohibition on ghost guns and 3D-printed guns. Gun rights groups are challenging some of these laws in court, and a few have yet to be implemented.

How do secure vestibules slow a gunman?

A secure vestibule is a small entry room with two sets of doors. A visitor passes through the outer door, but the inner door stays locked until staff have checked who is there, usually by camera and intercom. The design keeps anyone from reaching hallways or classrooms until a person at the door has made a decision.

Many US schools added vestibules after December 2012, when the shooter at Sandy Hook Elementary in Connecticut got inside by shooting out a glass panel beside the locked front entrance.

Why do magazine size limits matter to lawmakers?

Magazine capacity limits cap how many rounds a gun can fire before the shooter has to reload. Supporters argue that each pause gives victims a moment to run or a bystander a chance to act, while opponents argue that reloading takes only seconds.

Oregon voters approved Measure 114 in 2022, which set a ten-round magazine limit and created a permit requirement for buying firearms. The measure was challenged in court soon after it passed.
