Why do regulators require a named owner?
The Sarbanes-Oxley Act requires the chief executive and chief financial officer of a US public company to certify its financial reports personally. Knowingly certifying a false report can carry criminal penalties. The act passed in July 2002 in response to accounting scandals at companies including Enron and WorldCom.
How does responsibility pass up a chain of command?
Many militaries treat command as carrying full responsibility for what a unit does or fails to do. Navy tradition holds that a ship's captain is responsible for everything aboard, even when a junior officer was at the controls. Courts of law similarly hold employers responsible for employees' acts within their jobs, a rule known as respondeat superior. The Latin phrase means let the master answer.
